In accordance with the Commonwealth of Virginia’s 501-09 security standard IA-2, all organizational users must use unique identifiers (user accounts) and authenticators (passwords) to obtain access to DBHDS systems. When handling PHI or PII, this is especially important to guarantee only appropriate users are accessing sensitive information. Sharing an account can put the account owner at risk of compromising their personal information as well as it is a violation of the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rules. It is the user’s responsibility for any activity conducted with the use of their account. In the event of a data breach, the account owner from where the information is compromised shall be held accountable for all actions and penalties up to and including fines and legal action.
